Demonstrating compliance with Part L1 of Building  Regulations 2006 is achieved by a whole house Dwelling (CO2) Emission Rate (DER), which must equal or better a Target (CO2) Emission Rate (TER).

   
    
Only SAP assessments carried out by an on construction domestic energy assessor (OCDEA) using Government Approved Software can be accepted by only OCDEA's can issue Energy Performance Certificates for new build properties Building Control Authorities.

  

The initial assessment, DESIGN DER, is required for full Building Regulations Approval. A predicted Energy Assessment will be issued at this stage.

The final assessment, AS BUILT DER based on the property as constructed, with air permeability as tested, and accredited/approved person certification is required on completion. At this stage an Energy Performance Certificate will be issued.
